Members of the Coalition of Corruption use Coalition Communicators to contact each other.
Coalition Communicators function on a radio wave-based scrambling system - they record audio imput, split it over several frequencies of radio waves, and then transmit the message. This system renders the transmission as nothing more than background static to a normal radio, and can only be deciphered by a proper receiver, which layers the varius frequencies on top of each other to reproduce the sounds.
